• The PM Modi granted the decision after j&k Governor Satya Pal Malik submit a report recommending imposition of President's rule in the state.

• Governor’s rule was imposed in J&K after the state moves down into political confusion after the BJP withdrew its 25 legislators from the PDP-BJP ruling coalition, decreasing PDP to minority.,Afterwards, on November 21, Malik dissolute  the 87-member state assembly minutes before PDP could re-align and stake claim with the backing of National Conference and Congress to form the government. 
• President rule come into force in j&k from the wednesday midnight after the six month expiry of the Governor rule.The J&K state has a separate Constitution in which, six months of governor's rule is compulsory under Article 92 of the Jammu and Kashmir Constitution, under which all the legislature powers are bestowed with the governor.

• To complete the process of formality, President Ram Nath Kovind will issue a proclamation declaring that the powers of the state legislature shall be exercised by or under the authority of Parliament. Due to the special status enjoyed by J&K, Article 356 cannot be invoked to impose President’s rule. But, as per section 92 of J&K constitution, the state is kept under Governor’s rule for the first six months and Centre’s rule can be exxagerated by following it with president rule.

• After six months of governor’s rule in the state, President’s rule is imposed on a report from the governor. If the Assembly is in suspended animation at the time of President’s rule, all the powers of the Assembly are transferred to Parliament.
• The Union home ministry conveyed this to Jammu and Kashmir governor Satya Pal Malik after the go-ahead by the Cabinet in the meeting chaired by Prime Minister Narendra Modi. The ministry acted on Malik’s report recommending President’s rule.
